File structure and fields
The CSV has 58 columns. The XML holds the same data as nested elements.
Key fields:
- Unique ID: the stable ID of a designation, for example RUS1636.
- Name 1–6 and Name type: name parts, marked as Primary Name or Alias.
- Designation Type: Individual, Entity or Ship.
- Regime Name: the sanctions regime, for example Russia or Iran.
- Designation source: UK, UN, or both.
- Sanctions Imposed: for example asset freeze, travel ban or arms embargo.
- Date Designated and Last Updated.
- OFSI Group ID: the ID from the old OFSI Consolidated List.
- Identifiers: date of birth, nationality and passport number for individuals; IMO number and flag for ships.
CSV and TXT
- Row 1 is a "Report Date" line. Column headers start on row 2.
- Each name and alias has its own row, so about 58,000 rows describe about 6,400 designations. Group by Unique ID to get one record per designation.
- The CSV is UTF-8 without a byte order mark (BOM). In Excel, open it with Data → From Text/CSV and choose UTF-8, or non-Latin names will not display correctly.
XML
- Each designation is one <Designation> element. Names, addresses and personal details are nested inside it.
- The FCDO publishes an XSD schema on the GOV.UK UK Sanctions List page. The schema file name changes with each version, so get the current one from that page.
How often are the files updated?
There is no fixed schedule. The files change whenever the FCDO adds, amends or removes a designation.
- The download URLs stay the same and always serve the latest files.
- The Last Updated field shows which records changed.
- Removed designations disappear from the files without a trace. Keep dated copies if you need to know what was removed or what was listed on a given day.
To skip the download-and-import cycle, use the UK sanctions list API.
OFSI Consolidated List (ConList) files are discontinued
OFSI closed the Consolidated List (ConList) on 28 January 2026, and the UK Sanctions List replaces it. The old ConList files on ofsistorage are no longer updated. Each record in the new files keeps its OFSI Group ID, so you can map old ConList records to new ones.
