OFAC resolved 156 of its 225 enforcement actions in 2003 through settlements and issued 62 penalty notices. The median penalty was $5,500. Enforcement was concentrated in the first half of the year, with 117 actions in the first half and 108 in the second, including 117 in the second quarter.

Cuba-related sanctions were cited in 112 of the 225 actions, Kosovo in 30, Sudan in 29, Iran in 25, Libya in 22, and Iraq in 6. Banking accounted for 44 actions, and trading accounted for 27 actions, machinery & equipment and shipping for 10 each, logistics and travel for 9 each. 152 actions targeted companies and 73 targeted individuals.
